What is the cheapest way to make your eye shadows stay on whole day?
Lipbalm is the answer. Once you done applying your foundation or concealer, apply a thin layer of lipbalm to your eyelids, then apply your eye shadows.
Besides making them stay, it will make the colour of your eye shadow more intense.

should be ok coz the powder will stick to the lipbalm then the oiliness will be gone, just like cream eye shadow.
